This 13 year old girl went on Dr. Phil with her mother and this catch phrase has become an alternative to saying "lets go fight" or "fight me" but can mostly just be a funny reaction for arguments. The mom had her on the show because her daughter was apparently involved in some gang related things and now she thinks she's tough. Everyone that's seen the full video knows that the way the 13 year old was acting was ridiculous and funny.
